International Day of Persons with Disabilities: Kerala State Handicapped Persons Welfare Corporation bags National Award as best agency of NHFDC
On the occasion of International Day of Persons with Disabilities on December 3, 2018, the Vice President of India, M. Venkaiah Naidu conferred National Award to Kerala State Handicapped Persons Welfare Corporation for the Best State channelising agency of the National Handicapped Finance and Development Corporation.
KK Shailaja, Minister for Health and Social Justice, Government of Kerala received the National Award from the Vice President, M Venkiah Naidu at an event held in Vigya Bhavan, New Delhi. According to Shailaja, the Union Government had awarded Kerala for a slew of initiatives taken by the Corporation such as Anuyathra, Dhwani, Saafalyam, Kaazhcha and M-Power (Magical Power). Also there are other initiatives like free distribution of aids and appliances to the differently abled persons, subsidy for self-employment assistance scheme (Bank loan subsidy), subsidy for motorised tricycle, proficiency award to the differently abled persons, financial assistance to disabled lottery agents, loans for self-employment assistance from NHFDC, fixed deposit sceme for severely disabled children, promotion of self-help groups, setting up of Old Age Home at Parassala in Thiruvnanthapuram and establishing a State Resource Centre at the capital of Kerala with a Rehabilitation expert.
In the Role Model Category with Locomotor Disability (Locomotor Disability, Muscular Disability, Dwarfism, Acid Attack Victims, Leprosy Cured and Cerebral Palsy), R Dhanya from Palakkad won the National Award. In addition to that, the Award for Best Employers and Placement Officer/Agency Category Radhambika S, owner of Sivavasu Electronics, Thiruvanathapuram received the Award from the Vice President.
Need to set up Research Institute
Stating that the Union Government should grant a Research Institute and a Rehabilitation Centre for the differently-abled persons in Kerala, Shailaja said that she had pressed this demand with Union Minister for Social Justice and Empowerment, Thawarchand Gehlot, when she had a meeting with him after the event. Shailaja also said that a comprehensive draft of the project will be submitted soon.
“If the Union Government backtracks the announcement it had made to convert the Thiruvananthapuram-based National Institute of Speech and Hearing (NISHA) to a Central University, the Kerala State Government will take initiative to transform and upgrade the organisation to a Research Institute”, Shailaja pointed out.
Arts Centre for Autistic Children
While speaking at a press conference in New Delhi, Shailaja also said that an Arts Centre will be established for the autistic children who have flair for arts. We will also give 4% reservation for the differently-abled students in the unaided organisations. “Although, Kerala is part of the National Health Protection Mission, Ayushman Bharat, if there is any conditions imposed against Kerala, we might as well consider on withdrawing from it”, the Minister added.
